Inhabitants of the planet Usurius and founders of the Company, a galactic corporation who corporately took-over worlds, ran them profitably and then abandoned them when running costs grew too large. The Usurians managed Earth, moving the population firstly to Mars and, when that ceased to make profit, on to Pluto. They kept the planet economically viable by building six megropolises and giving each one its own artificial sun. However, should the Company have ever decided that mankind was no longer profitable, they would have let the suns die out, destroying all life on Pluto. The Usurian economy used talmars as currency and had extensive files on both Gallifrey and the Doctor in particular. The Company's representative on Pluto, the Collector, adopted a humanoid form through particle radiation, but returned to his normal green gelatinous state when defeated. He gave himself the appearance of an insidious bald dwarf, and he relished in the discomfort of others, especially enjoying hearing the screams of dying prisoners who underwent death by steaming. The Doctor defeated him by adding a compound inflation tax into his computations, bankrupting the Company. Professor Thripsted's book, Flora and Fauna of the Universe, listed the Usurians under 'poisonous fungi'.
