Usurian in charge of the Earth colony on Pluto. His people had provided the planet with six new suns which were slowly dying. Humanity had proven unprofitable and so the Usurians were considering abandoning the planet, causing humanity to die. The Collector, adopting a humanoid form through particle radiation, was malevolent - particularly enjoying steaming his victims to death, including Leela. The Doctor fed an index-linked growth tax into his computer, bankrupting the Usurian and forcing him to escape by shrinking back to his normal gelatinous state, where he was imprisoned in his own komode-like chair.
