General Williams, Earth's defence minister who, unwittingly, had been responsible for the first interplanetary war between the empires of Earth and Draconia. When the Draconians apparently renewed their aggression, although he again saw war as the only viable option, Williams was convinced by the Doctor that it was in fact the Master, using the Ogrons, who was responsible. He mounted an expedition towards the Ogron homeworld, joining forces with the Doctor and the Draconian Prince. When they learned that the Daleks were the true masterminds, he headed home to warn the President of Earth.
