A scientist whose theories on time travel were instrumental in Operation Golden Age, in which London was repopulated by Dinosaurs in an effort to clear it of human life. In tandem with Sir Charles Grover, Whitaker brought the Dinosaurs, via a Time Scoop, into contemporary London. The two then intended to turn time back and return Earth to its prehistoric state. A group of like-minded people, who believed they were in a spaceship travelling to a new world, were horrified to discover that Whitaker and Grover were actually planning to erase humanity. In a final struggle against UNIT, the people in the false space ship and the Doctor, Whitaker and Grover were sent back through time to their 'golden age'.
