war chief
A renegade Time Lord who allied himself with the Aliens, a race dedicated to war. He was the prime strategist behind their plan to kidnap armies from various points in Earth history and have them fight, intending to create a huge mercenary army out of the survivors. The War Chief supplied his allies with the time travel technology to do this, but when the Doctor became involved, the two old enemies confronted each other. The whole campaign's mastermind, The War Lord, became suspicious of the War Chief, a paranoia aided and abetted by his Security Chief who held a deep enmity towards the War Chief. Eventually the Doctor foiled the War Games and destroyed any lingering trust between the War Chief and the War Lord. The latter had the former executed.
