A planet within the Milky Way, very close to Earth's sun. A human colony had been set up there and an Examiner was on his way from Earth to see how it was faring. He was murdered and the Doctor adopted his identity, only to discover a Dalek capsule had been found in a mercury swamp. One of the colonists was trying to use the Daleks as servants, despite the Doctor's warnings. The Daleks were actually using the colonists' materials to establish a new Dalek production centre.
