The political power behind Earth's attempts to sue for peace with the Draconian Empire when it seemed war was inevitable. Despite the encouragement of her defence minister, General Williams, the President was determined to find another solution to their problems. The Doctor eventually proved to her and Williams that the Draconians were not responsible for the provocations, but it was in fact Ogrons in the employ of the Master who wanted to create armageddon. The President sent the Doctor and General Williams to the Ogrons' home planet to try and stop the Master's plan.
