Monarch, ruler of the Urbankans, became obsessed with the riddles of the Universe. He believed that if he travelled back in time faster than light, he would meet God. Ultimately, he began to believe he was God. As Urbanka became incapable of supporting life, Monarch would travel to Earth every few thousand years to see how advanced the planet had become and to determine when it would be ripe for colonisation. When it was time to take Earth over, he kidnapped a number of people from a variety of different cultures and placed their consciousness inside android bodies to use as envoys.
