interference by the daemons
The Daemons arrived on Earth when man was very primitive, their image quickly becoming part of human mythology. The Daemons resembled what was later considered the traditional impression of the Devil. Every so often, as a series of experiments, they provided impetus to mankind's progression, claiming man's civilisation part of their success and Atlantis amongst their failures. The last of the Daemons, Azal, awoke towards the end of the twentieth century to deem whether mankind deserved to survive. At first he was prepared to decree that they should not, until the Doctor convinced him otherwise. Azal then chose to bestow his powers onto the Time Lord.
