Warlord of the Zygon scout party, based under Loch Ness in Scotland. He was determined to alter Earth into a planet more habitable for his people and had used his shape-changing abilities to infiltrate the World Energy Conference, which he planned to attack using the Skarasen. He was posing as the Duke of Forgill, a prominent member of the Scottish Energy Commission. The Doctor managed to track Broton down in London but the Zygon proved stronger in battle, until he was shot dead by Brigadier Lethbridge-Stewart.
