Glory-seeking Vogan strategist who had secretly built a massive warhead with which he planned to destroy the Cybermen once and for all. He intended to return the Vogan civilisation to the surface of their planet. Opposing him was the timid but practical politician, Tyrum. Tyrum realised that Vorus, in his eagerness, had employed a human, Kellman, who was also working for the Cybermen. As the Cybermen invaded Voga once again, Vorus attempted to launch his Skystriker missile at Nerva Beacon where he believed the Cybermen to be. Tyrum shot him dead and Harry Sullivan managed to redirect the warhead at the fleeing Cybership.
