Inhabitants of the planet Urbanka in the Inokshi system. The Urbankans were originally large amphibians which secreted a lethal poison. Their leader, Monarch, began a quest to travel faster than light, initially to try and meet God. Ultimately he began to believe himself to be God, and destroyed Urbanka, storing all his population on microchips. He placed particular ones such as his Ministers, Persuasion and Enlightenment, inside android bodies. Monarch himself remained as flesh, and was poisoned by the same virus he intended to use on humanity.
