The Master was dying, at the end of his twelfth incarnation, on Tersurus when Chancellor Goth found him there. Goth was informed by the retiring President of the High Council that he would not be his successor and, capitalising on Goth's anger, the Master had the chancellor return him to Gallifrey. There, they plotted to assassinate the President before he could announce his successor. Goth was about to be appointed when the Doctor, on trial and having been framed for the murder, cited Article 17, which allowed him to stand for the Presidency. This provided the time to expose Goth as the real assassin.
