A scientist and expert on robotics who was orphaned at an early age and brought up by synthetics. As he grew older, he became obsessive about robots, believing them better than flesh and blood humans and set out to create a robot revolution. Posing as Chief Fixer Dask aboard a sandminer, Capel programmed Voc Robots to kill humans. The Doctor used helium to alter Capel's voice. The robots no longer recognised his commands and they simply killed him.
