outsiders
A group of Time Lords and Gallifreyans who rejected the hierarchal society that existed within the Capitol on Gallifrey and chose to live in the wilderness and mountains of outer Gallifrey. The Outsiders lived in tents and huts, hunting with bows and arrows, ignoring any kind of material wealth or artificial creations. The Doctor expelled Leela from the Capitol, knowing she would join the Outsiders and encourage them to help defeat the Vardans, and later the Sontaran invaders of Gallifrey. It is possible that the Doctor's old guru, K'Anpo Rinpoche, was such an Outsider.
