A Time Lord considered by many to be the obvious candidate for the Presidency of the High Council. However, the outgoing President informed Goth that he was appointing someone else. An enraged Goth teamed up with the Master and assassinated the President before the announcement could be made. The Master ensured that the Doctor was framed for the murder, while Goth prepared for office. The Doctor entered the dreamscape within the Matrix to learn the truth, and found Goth there as well. The Doctor triumphed in their battles and Goth's real body was destroyed when the machine linking him to the Matrix exploded.
