One of the High Council of the Time Lords and responsible for security in and around the Capitol on Gallifrey. He was loyal and dedicated to the High Council, acknowledging that the best way to stop Omega reintegrating into the matter universe, was to execute the Doctor. When the incident was over, he remained part of the new, smaller, Inner Council and helped bring the Master back to Gallifrey in an attempt to locate the Doctor and thus solve the mystery of who was using the Death Zone. Although the enemy was President Borusa, the innocent Castellan was implicated in the scheme and shot dead.
