The Inner Council of the Time Lords realised that someone on Gallifrey had activated the forbidden Death Zone. On trying to contact the Doctor for help, they realised he had been taken out of time via the Time Scoop. Four of the five Doctors were brought into the Death Zone, the fourth incarnation trapped in a time loop. The Fifth Doctor returned to Gallifrey to discover the culprit was Borusa, insane and seeking immortality. Borusa received his immortality when Rassilon turned him into a living statue. The Doctor left Chancellor Flavia as acting President after she had asked him to take the position.
