One of the Doctor's lecturers on Gallifrey, the two became friends in later years. Borusa was especially instrumental in thwarting the Sontaran Invasion of Gallifrey but a rapid succession of regenerations took their toll on his mental state. Borusa became insistent on ruling Gallifrey as Lord President forever and sought immortality by trying to tap the legendary powers of Rassilon. Rassilon, however, had set traps to ensure such power never fell into the hands of any one person and Borusa eventually received his eternal life - as a living carving in Rassilon's tomb.
