One of the less superstitious Exxilons, descendants of a once space-faring civilisation. Although a majority of his fellows were now reduced to worshipping a living city, Bellal was one of the few underground dwellers who sought the truth. Bellal was brave enough to explore the city and, along with the Doctor, was responsible for destroying it. With the city no longer draining all energy (natural and artificial), power returned to the rest of the planet, which enabled the trapped humans and Daleks to leave.
