A black monolith that existed beneath the Panopticon in the Capitol of Gallifrey. It contained the nucleus of a detonated black hole, placed there by the Gallifreyan engineer, and first Time Lord, Rassilon. It supplied the Time Lord society with its power and mastery of time travel, regenerations and other abilities. The Master, nearing the end of his twelfth regeneration, attempted to steal power from the Eye of Harmony and begin a new regenerative cycle. Although the Doctor stopped him, the Master absorbed enough energy to enable him to reach safety and eventually steal a new body to take over.
