The chief human subordinate of the Daleks in an alternate future where they had successfully invaded Earth. He oversaw one particular area of the planet and was charged with the duty of destroying the human resistance movement. Brought forward in time, the Doctor accused the Controller of being little more than a slave and showed him that he had betrayed his people. Realising the Doctor intended changing history and thus stopping their invasion, the Daleks attempted to kill him but the Controller intervened. The Doctor escaped and the Daleks tried and executed the Controller.
